Anyone know if I can backup and restore unrooted Android phones using USB Image tools.

I don't think, you can make a useful backup with it. I assume, there are more information stored on an android device, than the data, that is accessible via mass storage. I assume, just restoring an image to a new hone won't make that device 100% identical to the original device, but I'm not totally sure here.

You can mount an image with OSFMount.
